Rick earned his Master’s Degree in Human Resources from the University of Utah and went on to hold leadership roles at Granite School District, where he helped launch Utah’s first federally registered custodial apprenticeship program. As co-founder of Civil Solutions, I am a business consultant specializing in meeting facilitation, board governance and strategic planning. I have owned and worked with many businesses in the Commonwealth, particularly when I served as President of the Charlottesville Regional Chamber of Commerce and founder of Positive Solutions Group, a Charlottesville-based Mediation firm. Our mediation practice includes resolving business-consumer, real estate, construction, and landlord-tenant disputes; and reducing or eliminating organizational conflict using mediation and team building for boards of directors, public sector bodies, neighborhood associations and church groups. I enjoy training individuals and groups in alternative dispute resolution techniques and I’m certified to mentor new mediators for the Supreme Court of Virginia.
As co-founder of Civil Solutions, I am a trainer, networker and employer relations specialist. I have been honored to serve central Virginia for over 35 years with administrative experience in various positions. I was instrumental in establishing several of the customer service programs, services and network building at Sentara Martha Jefferson Hospital, the Church of the Incarnation, the Charlottesville Regional Chamber of Commerce, and Piedmont Virginia Community College, all in Charlottesville, Virginia. These innovative approaches included valet parking services, the use of volunteers as professional patient advocates and monthly sector roundtables.
Katie Dulaney currently serves as the Talent Director of the Central Virginia Partnership for Economic Development. She oversees the Partnership’s talent pipeline attraction and retention efforts, including a GO Virginia funded initiative, TechLink which focuses on retaining college graduates in the Central Virginia region after graduation.
Ned Gallaway has over twenty-eight years in teaching, professional development, automotive retail management and community and elected leadership.
Annette Portaro served as the Director of Corporate Learning and Communications for Air Wisconsin Airlines Corporation, a regional airline carrier leading the carrier’s Executive leadership and team performance improvement efforts. After completing 25 years with Air Wisconsin, Portaro joined the consulting world and provides training solutions to universities, elementary and secondary educators, government agencies, airlines, manufacturers, food delivery and production, and wildlife research.
Elaine Fogliani was born and raised in the Shenandoah Valley of Virginia. After graduating from Radford University, Elaine proudly served as a Peace Corps volunteer in Micronesia where she taught English as a Second Language. After earning her master’s degree and a Ph.D. from the School of Education at the University of Virginia, she taught in secondary, middle, and elementary schools in three school districts in Virginia; Shenandoah County, Orange County, and Albemarle County.
